HSA, FSA and how to choose between them.
A Health Savings Account (HSA) with Wex is a personal healthcare bank account used to pay for qualified medical expenses. You must be enrolled in the Healthy Savings Plan to participate.
Eligibility Requirements
- HSA-eligible HDHP - Enrolled in an HSA-eligible High Deductible Health Plan.
- No other health plan - Not covered by a spouse's, domestic partner's or parent's non-HDHP.
- No Healthcare FSA or HRA - Neither you nor your spouse/domestic partner has a Healthcare FSA or HRA.
- Not a tax dependent - Not eligible to be claimed as a dependent on someone else's tax return.
- No Medicare or TRICARE - Not enrolled in Medicare or TRICARE.
- No recent VA benefits - No VA medical benefits in the past 90 days for non-service-related care.

Important Notes
- Contributions above the IRS limits are not tax deductible and may face a 6% excise tax.
- Funds roll over year to year and the account is portable.
- No vesting or forfeiture - the funds are always yours.
- Non-qualified withdrawals before age 65 are taxed plus a 20% penalty.
- Eligible expenses include doctor visits, prescriptions, eye exams, OTC medicine, menstrual products and PPE.
